Hydrological Information System Structure

Brief Information on HIS for Conventional / Manual Data Collection Systems 

Hydrological

Hydrology is the science of water in the Hydrological cycle and is concerned with its states, storages and fluxes in location, time and phase. Hydrometry is the sister science, concerned with the measurement of these states, storages and fluxes  

Information

Information is data which has been manipulated and processed to give them meaning and purpose (reliability, availability and presentation)    

System

It is a logical and structured system to collect, convert, process, check, store and disseminate in a form   suitable to users. 

Hydrological Information System (HIS) Structure

The HIS comprises of physical infrastructure and human resources for data collection, data processing, data storage and data dissemination on hydrological, geo-hydrological and hydro- meteorological quantity and quality variables. HIS is structured as follows to provide the information on water resources / water use system.

  • A network of observational stations.
  • Water quality laboratories
  • Sub-divisional Data Processing Centers
  • Divisional Data Processing Centers
  • State Surface Water Data Processing Center at Nashik.
  • State Data Storage Center at Nashik

Data Collection

At Stations: Field Hydro-meteorological data and Water Quality samples are collected in the surface water observation networks at the stations. The water samples are brought to the water quality laboratories and Hydrometeorological data is submitted to the Sub-divisional / Divisional Data Processing Center at regular intervals (monthly / quarterly).

In Water quality laboratories: The analysis of the samples is done and the analysis results are 

entered in the computer and are subjected to the primary validation. At regular intervals, the 

laboratory passes the information to the nearest Divisional Data Processing Center.

Data Processing

All the field data entry and primary validation takes place in the sub-divisional data processing center. More advanced, secondary validation is carried out in the Divisional Data Processing Center. After validation the data is transferred to the State Data Processing Center at Nashik

The main activity of the State Data Processing Center is hydrological data validation, compilation, analysis and reporting. At the end of hydrological year, the processed data is transferred to the State Data Storage Center at Nashik (MH).

Data Analysis

Data Entry and Primary Validation:

  1. Observed data is first entered in manuscript. 
  2. Using SWDES software the data is entered in computer and primary validation is carried out.
  3. Primary Validation is carried out at sub divisional level. This data is then sent to division.

Secondary Validation:

  1. Secondary validation is carried out using HYMOS software in Division.
  2. Secondary validated data is sent to State Data Processing Center, Nashik.

Hydrological Validation:

  1. Hydrological Validation is carried out using HYMOS software at State Data Processing Center Nashik, after scrutiny of validated data received from division.
  2. Interagency validation by sending validated data to central agencies like CWC, IMD is done.
  3. This data is then sent to Data Storage Center, Nashik.

Data Storage & Dissemination

The State Data Storage Center Nashik

  • Maintains a database system for permanent storage of hydrological data
  • Administrates the storage of all field and processed hydrological data collected in the State
  • Makes the data available to authorized Hydrological Data Users.
  • Maintains a catalogue of all data stored in its own database and those stored in the databases at the other States / Central agencies

About WMIS

  • Seeing the importance of Integrated Information system with the concept of centralized data base, Technical Assistance and Management consultant (TAMC) under the guidance of National Project Monitoring Unit, National Hydrology Project, New Delhi has taken up IT development plan for new Integrated System, Water Information Management System (WIMS). The main objective of this is to replace current Desktop based software system of Surface Water Data Entry System-SWDES, Hydrological Modeling System - HYMOS and Water Information and Data Online Management - WISDOM to open source web based software adding new functionalities along with the current functionality. 
  • WIMS - "Water Resource Information Management System" - This is a web-based open source software system for managing Data Entry, Primary and Secondary Validation, Data Processing, Storage etc. for Ground Water and Surface Water Resources. WIMS  has all modules related to Surface Water Hydrology and Ground Water Hydrology, which includes manual Hydrology and Telemetry Hydrology sites, Conventional Meteorology and Telemetry Meteorology sites, Sediment and Water Quality, Flood forecast module, Manual Data Entry Provisions, Data Validation, etc.
