1.0. Background:
1.1. Dam Inspectorate:
Till 1980, about 1000 dams of different construction types (Concrete, Masonry, Earthen, etc.) of various storage capacities were constructed in Maharashtra State.
There are no. of villages and cities lying on the banks of rivers on which dams are constructed. Any disaster due to failure of dam may result in loss of life and property. Hence, it is of utmost important to take appropriate measures for the safety of dams to avoid possible loss.
Vide GR, IPM-1078/2318/IMG-2, Dtd.10/09/1980; Dam Safety Inspectorate was constituted to assist the Dam Inspection & Safety Services.
Dam Inspection & Safety Service comprising four or five retired Chief Engineers nominated by Government with Joint Secretary in charge of Irrigation Management Works as a Convenor to function in an advisory capacity was also constituted.
The members of the service were furnishing their recommendations to government through the Dam Inspectorate for implementation, which was treated as mandatory.
1.2. Dam Safety Organization (DSO)
In consideration of increased scope of work a Circle office with Three Division office were established as a Dam safety Organisation, Nashik vide GR No.IPM/1085/1/85/IM, Dtd. 14/03/1985.
1.2.1. Canal Safety Division (CSD)
As recommended by Maharashtra Irrigation Commission, Canal Structures are to be inspected. For this a Design Division (Planning and Layout No.3) from Central Design Organisation (Gates) Circle, Nashik was attached to Dam Safety Organisation vide Govt. Circular No.CDO-11/02/ (655/2002)/MP-1, Dtd. 30/11/2002.
To keep relevance of the office name with the scope of work, Division’s name was renamed as per GR No. Review- 2017/623/C. No.304/2017/ Est. (Training), Dtd.19/12/2017, as Executive Engineer, Canal Safety Division, Nashik.
Canal Safety Division is entrusted the work of Canal Safety related issues of the entire state.
1.2.2. Instrumentation Research Division (IRD)
Vide GR No. MERI M-0115 / C.No.01 / 2015 / WR (Policy), Dtd. 14/01/2015, Instrumentation Research Division, MERI, Nashik along with Earthquake Equipment Cell and Earthquake Data Analysis Cell was attached to Dam Safety Organisation (DSO), Nashik.
1.2.3. Dam Safety Unit (DSU)
For World Bank Assisted Dam Rehabilitation and Improvement Project (DRIP-II) State Project Monitoring Unit, Nashik has been established as per GR No. Misc-2017/ (139/17)/IMW, Dtd. 11/04/2019.
Officers / staff working under Dam Safety Organisation, Hydrology Project, Central Design Organization, Mechanical Organisation, Maharashtra Engineering Research Institute have been given the responsibilities of various Posts in this Unit along with their original Responsibilities.
For the effective Monitoring of the Dam Rehabilitation and Improvement Project (Phase II and III) vide GR No. Review 2019/C.S. 91/19/Establishment (Restructuring) Dtd. 20/05/2020, Dam Safety Unit was attached to Dam Safety Organisation, Nashik.
